I saw that both Midway USA and Graf and Son have the 60gr HP/XTP bullets in stock.  Does anyone know how often they make these bullets?

Probably once a year.  With current demand only certain calibers and styles are in continuous production.

As of this writing, Midway has the Hornady XTP .32 ACP 60 Grain JHP bullets on sale.
