Why won't private messages sitting in my "outbox" be sent? How do I contact the moderators?

They stay in the outbox until read by the receiver.

I thought messages sat in the outbox until sent out, then moved to the sentbox. Am I thinking this wrong?

The person you send a pm to will get a notice at the top of the screen, if they never click on it the message stays in your outbox. Thats just how it works. Its how you can tell if that person has read it or not.
