Can a service revolver in .38 special be used in the the Presidents 100 and NTI? The rules do not seems clear to me.

No. It changed 1-2 years ago...

Rule 4.1.1 (a):

Pistol Design. The pistol must be a semi-automatic pistol. The pistol design should be of a type that is suitable for use in a general duty scenario (i.e., for military or law enforcement use).

Emphasis mine.

To further clarify Dave posted the Service Pistol Rule.

Rule Describing the President's Pistol Match 7.4.1 a)
Arms Allowed. The Match is fired with Service Pistols (Rule 4.1.1). Juniors must shoot .22 Rimfire Pistols with metallic sights (Rule 4.1.2) to be eligible for Junior awards

The National Trophy Individual Service Pistol Match is described by rule 7.4.2 with similar wording to arms allowed under section a.

This is on page 57 of the 2024 rule book.

I actually agree. I think you should be able to shoot service pistol with a model 10 or 15, like the old rules used to state.

Their was a sentiment by some when that was in the rules, that shooting a 10 or a 15 is not "fair" because the single action pull is less than 4lbs. I would assume that would was part of the consideration in the change.

There was also that the 38 cal revolvers were never considered “service pistols”.  They were generally confined to aircrew and military police(women).  And even back in the 1920-39 era only the 1911 was allowed as a “service pistol”.
