commercial wadcutters
DO you use commercial wadcutters, like the speer or hornady, without giving them a huge dose of Lee Liquid Alox or other lubricant at minimum?

Yes. I have never added additional lube to a HBWC.
My 52 has never leaded, and I changed the forcing cone on my revolver to eleven degrees.

I am lead to beleive that is the tool kit i would need, however does a smith and wesson 629 need the 5* or the 11* forcing cone cutter?
I know the 38/357 I have needs the 11*

I didn't use that cutter. I removed my barrel and cut the forcing cone angle on the lathe after indicating in the barrel for concentricity.
I would hazard a guess that your barrel is 5 degree from S&W.

Why would you lube an already lubed bullet. I do that only if I get leading. In order to get unlubed or unsized bullets, you must so specify in your order. I use Zero swaged bullets.
