If it is a smudge of oil or wax you might try wiping it out with some alcohol and then the used dryer sheet to eliminate the static.

clean with alcohol, then wipe with dryer sheet

Too much is a bad thing. The used ones wrapped around your powder measure are supposed to make the charges more even too. Same deal. I have not personally found that I needed to wrap the powder measure though. Maybe back here when it gets stormy though.
