EIC Service Pistol & NTI matches

So I'm at the range yesterday and this question comes up about CMP matches at Perry. After you shoot the the EIC service pistol match and the NTI match and if your in the top 10% of both matches could you walk away from Perry with 20 points towards distinguished ? and what what it's worth I haven't shot the CMP matches at Perry Yet! but I will.

If you go through the results pages there was one individual that got 22 points at Perry.  I guess if you went with no points and got to shoot the M9 match, the prelim and the NTI you could get a max of 24 points.
BUT
The earlier EIC match the points are distributed via the normal distribution so not everyone in the top 10% got 10 points, those that just made the cut got 6 points.

I don't know why the CMP did this but they combined all the points awarded in one report so you can't see what people won in each event.
