Need scope base suggestions

I have a .22 conversion unit that traps brass using the Weaver 60-A base.  I think if I had a base with more height it would cure the problem.  My son has a Victor with a similar base but it is higher (has more thickness), however, I cannot figure out what it is or where to get one like it.  I have relieved the bottom side of the cantilever, but I'm somewhat limited in the amount I can take off and I still have the problem. Suggestions?

That’s a ton of clearance. You think it’s actually hitting the ring and then jamming? Use ring with less to hit?

I'll take the rear ring completely off and see what happens.
