Are you sure about the chambering? If so, it is a S&W K-200 British Service Revolver. Guns in your serial number range (700,000 - 1,000,000) were not marked with a "V" prefix (Victory model); the V was added after SN 1,000,000. They were made from 1940 - 1945. The serial numbers overlap the 38 M&P Model 1905 4th Change, which is chambered in 38 S&W Special (1915 - 1942, SN range 241,704 - 1,000,000).
Double check the cartridge designation and I can supply a few more details.

Re: S&W Military & Police 1905.
The K-200 was made in a commercial version that had checkered grips with the S&W medallion, and a service model that had smooth grips and a lanyard loop. Barrels were 4, 5, & 6 inches. Finishes varied, from a bright polished blue to sandblasted parkerized. This is a 5-screw K-frame, with four screws in the side plate and one in the front of the trigger guard. As far as I know none were made with adjustable sights. The fixed sights are regulated for 200 gr round nosed bullets at around 650 fps.
