I am looking for an accurate load for 38 special with bullseye powder and 158 gr lswc. I am thinking of loading 10 each starting with 3.0, 3.2 and 3.4 of bullseye powder to find an accurate load for target shooting. Am I in the ball park ?

Yes. If its a swaged bullet, you might be able to start a little lower, say 2.8.

For the NRA DR match, I've been using 3.5 grains of Bullseye with a Bullet Works 158 grain round nose bullet.  Their bullet has a slightly longer body than other commercial bullets and seems to do really well at 50 yards.  I have found it to be more accurate than the 158 SWC's.
