Holy cow indeed! You can have 16 pounds of powder but only a single box of primers. That makes sense, right?!

Even with the permit I am not in compliance.

In Canada, you're allowed 20kg (44lbs) of powder if you're in an apartment. If you have your own house, you're allowed 5kg more.

As for loaded ammunition, it's "up to 225 kilograms net explosives quantity of ammunition"; I read that to mean the powder inside must be less than 225kg. If you have a 5gr charge per round, that's over a half-million rounds.
