After going through a stack of recoil springs and weighing them, i discovered that they rarely end up being the same weight as the package is labeled. Who makes the best springs?

Sort of a tossup between Wolff and Ismi.  I now use ismi only for 1911s.

No one's are perfect for the stated weight

Is there consistency among brands, i.e. for a certain brand, is a higher advertised weight actually greater than a lesser advertised weight, etc? Or, could a 14 lb spring be heavier than a 16 lb one?

For me it's simply using one brand all the time. That keeps things fairly consistant

Greetings,

Any of the recoil springs you buy will start to fail after the first round is fired.

Use an on-line compression spring calculator and input the values of a new in the package spring.

All I have encountered indicate "Stressed, try again" suggesting a different wire diameter or other parameter.

This is the reason to keep an eye on your recoil springs and  when they are noticeably shorter than a new one it is time to change it out.

Cheers,

Dave

That was my second question, does spring OAL matter when compared to a measured compressed length? A few springs right out of the package that were exercised dropped at least 1/2" in OAL... Most springs that were measured either were at advertised value or up to 3lb's lighter.

besides oal, the number of coils & wire diameter play into the process,,,a good reason to stick with one manufacturer.
I believe this is another case where there are too many variables definitive statements over the net.
