Ok so who makes seating dies that seat on the shoulder instead on the tip.

The Ebay seller rrpmi, as Dave says, sells the bullet seating inserts which work on the perimeter of the bullet.  Lee, RCBS, and Dillon inserts are available via his Ebay store.  I think someone on this forum described that he can make a seating insert for another brand if contacted.
