If people aren't even remotely interested in the national and continental federation championships and the world cups, can't really expect interest and devotion to Olympic events.

The focus on the Olympics isn't particularly helpful either because it provides people a scapegoat to blame and then absolve them of any individual responsibility. There are DOZENS of sports recognised by the IOC fighting to be included in the first time. These sports are thriving despite never having been in the Olympics. So blaming the Olympics for the drop in popularity of Free Pistol, Running Target, or any of the sports that were popular BEFORE the Olympics included them isn't placing blame in the right place IMO. Inclusion in a high end, high exposure event can certainly boost a sport to new heights. But a sport can't survive if that exposure becomes the last remaining crutch.
