shoulder compression sleeve.

I am having shoulder pain and was considering using a compression sleeve. Is this a violation of any rule in Bulls Eye matches?

Probably not but falls under artifical support, may be up to the match director's interpretation of rule 3.18 and 5.2

+1 , most if not all shoulder compression sleeves provide stability so they would fail the no artificial support rules.  We have had a couple of competitors shoot with them knowing their scores wouldn't be submitted, they just wanted to shoot.  But that's one of those "am I doing more harm to my shoulder" questions you have to ask yourself.
That's coming from someone that started shooting the 45 too soon after carpal tunnel surgery and developed a flinch that took me 6 months to overcome.

Thanks, my Chiropractor recommended that this morning.

In a similar issue, I had tennis elbow and put a compression sleeve on my elbow when I felt good enough to pick up the 22 again.  The restriction of blood flow felt worse when shooting and I took the sleeve off after 10 shots.

Even when you are practicing, you might not want it!
